TUAL appoints EV charging technology leader Luke Dowell as Chief Technology Officer
TUAL has appointed EV charging specialist Luke Dowell as Chief Technology Officer to accelerate the scale-up of its PowerUp Charger technology for European commercial fleet markets.

TUAL, the pioneering developer of ultra-deployable charging solutions for commercial electric vehicles, has announced the appointment of seasoned engineering leader Luke Dowell as Chief Technology Officer. The appointment further strengthens TUAL's technical leadership as the company moves to scale deployment of its PowerUp Charger technology across European fleet markets.

Dowell brings over 13 years of specialist expertise in electric vehicle charging systems, power electronics and functional safety developed through senior engineering roles at BP Pulse, Dyson and Jaguar Land Rover. Most recently serving as Expert Technologist for EV Charging at BP Pulse, he previously led the company's research and development function for four years, overseeing technical strategy and innovation across BP's charging infrastructure portfolio.

Dowell’s technical background spans charging communications protocols, high-voltage system architecture, DC-DC and AC-DC power conversion, and systems engineering – contributing to international charging standards development through IEC/ISO, BSI and SAE technical committees; experience that will reinforce TUAL's work developing OEM-compatible, standards-compliant charging solutions.

TUAL's technology addresses critical charging barriers facing commercial electric vehicle operators – delivering dependable charging for enterprise and critical response fleets with most to lose when charging fails. The business’ PowerUp Charger delivers high-power DC charging on grid-constrained sites through integrated battery energy storage, drawing and storing power during off-peak periods for on-demand deployment.

The appointment represents the latest development in TUAL's phased growth strategy, consolidating a robust team with rich expertise, product development, testing laboratories and prototyping capabilities at its Bicester headquarters. The facility provides access to Bicester Motion's test track for live technology demonstrations and on-demand testing.
